Head Start has been in Black Hawk County since the first summer time program in 1965. Services to Buchanan County started in 1968 as Head Start expanded to a school year program. In 1989 services began in Grundy County and in 1998 Early Head Start began in Black Hawk County. We are funded to serve 568 children ages 3 and 4, and thanks to ARRA Expansion, 312 Early Head Start children. We are the largest Early Head Start program in the state. Since 1965 this agency has served over 20,000 children whose families live in poverty in our three county service area.
Who is Eligible?
Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

Enrollment Policies and ProceduresFor the Head Start Birth – 5 Program including Prenatal Age of Children and Family Eligibility To be eligible for Head Start services, a child must be at least three years of age by September 15. This agency is funded to serve 568 three to five year olds in Black Hawk, Buchanan and Grundy Counties. To be eligible for extended day services the parent(s) or guardian(s) must be working at least 28 hours a week or attending job training or school full time. The Early Head Start Program serves expecting mothers and children from birth to three years old (not three before September 15) in Black Hawk County. This agency is funded to serve 240 infants and toddlers including prenatal women. To be eligible for Center based Early Head Start services the parent(s)/ guardian(s) family must be working at least 28 hours a week or attending job training or school full time.
