OUR HISTORY Dallas Services began in January 1949 for two visually impaired children who wanted to laugh, play and study with other children but due to their lack of sight, were not eligible for public school. Alfred Sack and his wife decided they wanted their 6 year-old visually-impaired daughter to live at home rather than send her to the residential school in Austin, Texas. They believed that blind children should receive the love and care of their own parents in their home, something that is impossible when the children are sent away to a special school. The Dallas School for Blind Children started with only two children but a year later, the number grew to 10 when a preschool for visually-impaired children was opened. The school also hosted a monthly meeting to provide guidance and support to parents of blind children.

Who is Eligible?

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.
