The Preschool Services Department (PSD) administers the Federal Head Start and Early Head Start programs, California Department of Education State Preschool program, as well as the Child and Adult Care Food Program in 43 locations throughout the County of San Bernardino. All programs are fully funded from Federal and State sources with no local cost.
PSD serves about 6000, disadvantaged families with children ages 0 - 5 and pregnant women. PSD’s priority population includes:
Children in Foster Care
Children under Child Protective Services (CPS)
Children with Disabilities and/or Special Needs
Children and families experiencing homelessness

Who is Eligible?
Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and
children from birth to 3 years of age are eligible for Early Head Start services. Children and
families who are homeless, in foster care, or receive TANF or SSI are also eligible for
services. Eligibility is determined by Head Start program staff and some families may be
eligible for services if they are determined to be at or below the federal poverty level. Some
grantees enroll a percentage of children from families with incomes above the Poverty Guidelines
as well.

Step 1

An intake appointment in order to complete the application process may be made by returning the completed preliminary enrollment application form to:

An Eligibility Worker in your area will contact you and schedule an appointment at a convenient time for you. The Eligibility Worker will remind you as to what you need to bring to your appointment in order to expedite the application process.

Verification of Family Income
Medi-Cal
