Head Start is a Child Development Program which provides comprehensive educational and health services to preschool children (3-5 years old) of primarily low-income families. At least 10% of the children served have a disability. The children receive nutritious meals, breakfast and snacks. ERBA Head Start also provides a strong Parental Involvement Program to parents. Parents are involved in program planning, operating activities and are eligible to receive cash incentives for completing the GED and/or college classes.

Who is Eligible?
Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and
children from birth to 3 years of age are eligible for Early Head Start services. Children and
families who are homeless, in foster care, or receive TANF or SSI are also eligible for
services. Eligibility is determined by Head Start program staff and some families may be
eligible for services if they are determined to be at or below the federal poverty level. Some
grantees enroll a percentage of children from families with incomes above the Poverty Guidelines
as well.

I'm sure I am not the only one that has experienced this. I applied for a child 4 years of age and because he was deemed "over income" the four year old was turned away. There were no more "over income" slots available. Could you imagine, what if there were no more "lower income" slots available. This type of discrimination is unfair to children. The head start program no matter how good or bad the service is unfair, biased and discriminatory towards goups of children. Perhaps when our government stops discriminating, discrimination can be eradicated. We all know who the real villains are.
