The Early Head Start Program serves qualifying pregnant women, infants, and toddlers by providing support services that promote child and family development through home visits and center-based services. This program also serves infants and toddlers with disabilities conducted in partnership with the Monterey County Office of Education Early Intervention Program and other school districts. In addition, Early Head Start implements services through the CAL-SAFE program operated through the Salinas Union High School District. CAL-SAFE keeps pregnant teenage girls in school, provides quality child care for their infants and toddlers, and offers parenting education opportunities.

Who is Eligible?

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

How to Apply Complete all sections of the application and include copies of the documents listed below. Please note that documents will not be returned. Birth Certificate. Proof of Income. Please provide a copy of the parent or guardian's current pay stub or documentation showing proof of employment. The verification must state the parent's hourly rate of pay and number of hours worked per week. If this cannot be obtained, a copy of last year's income tax return or W-2 form may be used. If applicable, the parent must provide one or all of the following: 1) Copy of the TANF Passport to Service, 2) Supplemental Security Income Benefit, 3) Disability Income, 4) Unemployment Income, 5) Workers Compensation Income, and 6) Child Support Verification. If full-day services are being requested, a validated school/training verification form must be submitted or a pay stub or letter showing full time work. Immunization Record.
