Early Head Start programs seek to build a foundation for a child’s developmental competence and school readiness during the earliest years of childhood. The program promotes healthy prenatal outcomes, enhances the development of infants and toddlers, and supports healthy family functioning. Families may participate in a home visiting program or utilize infant-toddler childcare where available.

Who is Eligible?

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

How to Apply
Application and Enrollment Information Applications for enrollment into Head Start / Early Head Start are accepted any time during the year. However, to be considered for fall program start, parents will want to start the process as early as March. To complete an application for enrollment, contact the appropriate staff person for the county in which the family resides. The application appointment will last approximately 20 minutes. Parents must bring the following documentation to the appointment in order to determine eligibility: documentation of all sources of income (12 months of check stubs, W-2 form, Federal 1040 tax form, etc.) child's birth certificate any documentation regarding the child’s special needs or disability (if applicable) proof of residency (Driver's license, Michigan ID, utility bill) child custody information/documentation (if applicable) The selection process begins in June.
