Head Start is a federally funded program for parents and preschool children. We are a comprehensive school readiness program and welcome children with documented disabilities, providing services accordingly. Head Start's philosophy is that the parent is the primary educator for their child and that the whole family is important. Our role is to support this philosophy.

Who is Eligible?

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

How to Apply
Early Head Start Application Procedure for FamiliesTVCCA Head Start uses a referral/application process to recruit and enroll 3 and 4 year old children for all of our New London County programs. We also have a small Infant-Toddler program in the Norwich area for parents who are able to attend with their child. Once the initial referral contact is complete we will call you to schedule an application appointment. You will be asked to bring the following:Your child’s Birth CertificateSocial Security cards for everyone living in the householdFour weeks of consecutive pay verificationLegal Guardianship, if it appliesCopy of your child’s last physical, including dates for TB and lead tests.During this appointment we will discuss options that will best meet the needs of the families. For preschool non-working parents, we offer both morning or afternoon classrooms, held on a school year schedule. The Home Based programs include two socialization classes a week at a center and one
