Children participating in early childhood programs are better prepared for learning opportunities as they progress with their education, and are better adjusted socially as they mature. It is this basic knowledge that led our agency’s founders to initiate a child development and family services agency in response to families’ requests in Chinatown.
Who is Eligible?

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

How to Apply
Enrollment Priorities Services for Early Head Start (EHS), Head Start (HS), and state subsidized child care are funded by federal and state contracts. These contracts define the rules for who is eligible for child care. Eligible families are selected for enrollment based on a standard, pre-approved set of criteria. A minimum of 10% of the openings in our program are made available to children with disabilities.
